Job Description

The Role

The Property Operations Manager is a wide ranging role encompassing responsibility for day to day building operations in 10 Upper Bank Street "10UBS". The value delivered being the liaison and coordination between a wide range of internal teams, outsourced contractors and external stakeholders to include landlords, tenants and suppliers.

The Property Operations Manager will manage the outsourced contract for the provision of 'hard facilities' at 10UBS, particularly the 'Hard FM' (MEP) contract. They will act as liaison between the Workplace Operations and IT Operations teams in relation to the management and service provision of the environment within offices.

They will also liaise with service providers and Tenants ensuring best practice on all work undertaken at 10UBS, including correct access and permits.

The Property Operations Manager will be the Subject Matter Expert on the 2 Aldermanbury Square "2AS" programme for the Property Operations responsibilities.

They will also support the Business Resilience activities to ensure the Firm's incident and continuity plans meet the Firm's needs, particularly regarding emergency incident operations.

 

Key Responsibilities

Coordination & Management

  • Monitor and maintain high standards of facilities services at 10 UBS.
  • The day-to-day management of principal hard FM services contract
  • Manage additional facilities operations e.g. premises exterior, refurbishment, minor construction projects, office changes, plant and equipment replacement
  • Manage site visits relating to key stakeholders to include building insurance (superior landlord, CC and tenants), environmental health, building control, consultants etc
  • Manage the disposal and severance of building services
  • Manage the Energy Management and Systems Controller and aspects of Building Services & Environmental Management Coordinator
  • Work with the 2AS project team to provide advice on the design, fit out and operational aspects of the programme
  • Ensure the BIM, BMS and SMART building needs of the 2AS programme are managed and coordinated to meet the future operational needs of the building
  • Ensure utility contracts, costs and management are carried out effectively and in line with the needs of the Firm and it's environmental and sustainability targets
  • Manage permits, risk and method statements (outside hard FM service contract)
  • Manage and respond to tenant, project, maintenance and operational requests, including fit out and upgrades, logistics coordination and support in all buildings
  • Review plans for tenant alterations and support the process of ensuring any licences are correctly prepared and works are completed to Firm operating guidelines

IT Liaison

  • Manage the building services environments provided to IT including coordination of M&E services with IT representatives
  • Monitor the IT forward and change schedules to ensure works between functions are coordinated including integrated systems tests in all London buildings
  • Manage the installation of external IT service for tenants via intake points and landlord risers and to include approvals for planned works
  • Consult with IT representatives regarding surveys by third parties. Provide resource, drawings and advise on riser and containment locations, request method statement and risk assessments etc. for surveys

Finance and Administration

  • Manage detailed budget forecasts and operational spend
  • Ensure lifecycle costs and capex requirements are managed pro-actively and forecast in a timely and effective method
  • Manage the preparation of business cases for, and where appropriate, contract management relating to major investments such as plant replacement/ modifications
  • Support the annual service charge calculation ensuring it reflects an appropriate and comprehensive list of items.
  • Raise purchase orders and invoice approvals
  • Support FBO apprentice programme including devising placements

Continuity & Resilience

  • Coordinate annual integrated systems tests
  • Manage regular tests of all command and recovery sites
  • Review BCP plans with Resilience Manager and recommend improvements
  • Work with IT Operations in invocations to assist the resumption of IT services where they relate to premises issues
  • Be part of the incident/crisis response team dealing with property related incidents as necessary

Qualifications

Key Requirements

Skills:

  • Be able to develop highly effective working relationships with a broad range of specialist suppliers, Clients and internal stakeholders
  • Be able to budget, capital and general financial management.
  • Manage strategic supplier selection

Experience:

  • Deliver facilities related services in high profile environments
  • The ability to work under pressure whilst maintaining judgment and professional objectivity
  • Experience in team and HR management
  • Working with technical and engineering staff
  • Managing significant contracts and projects
  • Prior experience of internal and external Client focus

Knowledge:

  • Financial performance information relating to assets and premises
  • Project management techniques and frameworks
  • Environmental monitoring/ reporting
  • Property services and engineering management in high profile buildings
  • Technical environments within buildings including IT equipment areas
  • BIM, SMART buildings and BMS
  • Emergency and business continuity planning

Qualifications:

Qualifications in the following areas would be desirable:

  • Health and safety at work
  • Fire risk assessment
  • Legionella management
  • Technical/Engineering
